NORFOLK -- A weekend insurrection at the Norfolk Regional Center sent at least two patients to jail after after they allegedly threatened to assault staff and take over their unit. According to police reports, just after midnight Sunday, multiple state troopers, Norfolk police officers and Madison County deputies made entry to a unit in the hospital to quell what investigators called a "civil disorder." The report says the four patients had secluded themselves in their rooms and when police arrived a sex offender named David Swisher was tased by police and the three others were placed into handcuffs. Swisher and another patient, Alejandro Quevedo-Andretti were both charged with terroristic threats and transported to the Madison County Jail. Norfolk';s Regional Center is home to a sex offender treatment facility.
