Custer County Supervisors meet for first time in June

BROKEN BOW, Neb. – The Custer County Board of Supervisors met in regular session on Tuesday morning for what would end up being a pretty quick meeting. Supervisor Barry Fox was the lone absence.

Terisa Gaffney and Nate Olson came before the board from the probation office seeking the addition of secure key fob entry for their part of the building. The two said that the entire building utilizes the system but theirs. County Attorney Steven Bowers added that a recent observation of the building came with the recommendation that the key fob entry be added to the probation office. The project, with a cost just over $2,400, will be pursued and later in the meeting grants were mentioned that could be of use.

Emergency Manager Mark Rempe appeared to continue discussions on being the fiscal agent for the collection of counties in the North Central PET group. He stated that the fiscal agent acts solely as the ‘in-between’ from the state to the other counties in moving funds. The fiscal agent responsibility rotates to other counties every few years. The responsibility was approved by the board.

Becky Dailey represented the Sandhills Open Road Challenge (SORC) during an agenda item at Tuesday’s meeting. Ahead of their 25th year of road racing, SORC is seeking the placement of a sign on private property two miles west of Arnold with the use of Custer County Tourism grant money. The 16′ by 8′ sign will read “Home of the Sandhills Open Road Challenge, Arnold, NE, second week of August”.

Discussions mainly centered around proper paperwork with the state being completed and what designation the sign should be under so that ownership and maintenance is the responsibility of SORC. The board expressed all around support for the project and intends to help with paperwork requiring county input in hopes of getting the sign up before this year’s event.

A discussion about liability signs in the parking lot north of the courthouse was brought forward for discussion again, after being briefly mentioned in a previous meeting. The board expressed that the lot is used by a wide variety of people and they aren’t aiming to push people away from parking in it but are letting them know that the county is not liable for any accident or injury that may occur when they are there.

Bumpers for parking spaces and the painting of lines for those spaces will take place soon. Signs will be pursued and the cost is expected to not be higher than $100 for each one. The signs came as a recommendation by the safety committee.

Another safety committee concern was brought up by County Assessor Elise Taylor, who said the building’s AED machine was not working and was expired. She is pursuing a Nebraska Intergovernmental Risk Management Association (NIRMA) grant.

Other business conducted in Tuesday’s meeting
– All supervisors read tax list corrections as a result of over 12,000 notices being sent out recently
– Additional securities for Custer Federal State Bank were approved, maturing in 2055
– The end of May monthly fee reports were approved
– The board received the USDA-APHIS contract for review. A representative will be at the next meeting to answer questions
– A conservation easement item was tabled for more discussion at the next meeting due to sufficient notice not being given to both parties involved
– Troy Walz with Nebraska Extension presented the board with his proposed budget in the amount of $143,293.xx

The regular meeting was adjourned and the board entered closed session to discuss pending litigation. No decisions were stated to be made in the closed session.
