Former Sargent para-educator accused of sexual abuse

A former Sargent para-educator is accused of sexual abuse of two minor students, according to Custer County Court documents. Krystina Rugg, age 39 of Sargent, has been charged with first degree sexual abuse by a school employee (class IIA felony) and third degree sexual abuse by a school employee (class IV felony).

One student explained to investigators the exchange of nude images with Rugg on a mutual social media platform. The other indicated to have received nude images from Rugg via a mutual social media platform before meeting and engaging in sexual acts in rural Custer County. Both said that the events happened in May of 2025.

A warrant for Rugg’s arrest was issued on July 23 and served five days later at the Custer County Sheriff’s Office.

Rugg, who posted 10% of her $25,000 bond, will make her first appearance in Custer County Court on Monday morning, September 8.

If convicted, Rugg faces a maximum penalty of 20 years imprisonment on the first degree sexual abuse charge and a maximum penalty of two years imprisonment and 12 months post-release supervision, a $10,000 fine, or both on the third degree sexual abuse charge.

Update (September 3, 8:20 PM)

Sargent Superintendent Byron Olsen, in a press release Wednesday night, stated that the school is cooperating fully with the Nebraska State Patrol and other law enforcement authorities during investigation. He added that Rugg resigned earlier this year before the school became aware of the allegations and that the district would not be providing further comment ‘in order to preserve the integrity of the legal process’.

“Our greatest concern is the safety and well-being of our students,” said Olsen. “We are committed to upholding a secure and respectful educational environment while allowing the judicial process to proceed without interference.”

The release also stated: “Out of respect for all involved—including the families affected—we ask staff and community members to refrain from speculation or public discussion about the case.”
