NCAA council allows transfers without waivers in certain situations, defeats grad transfer proposal

The NCAA Division I Council voted Friday to allow athletes in certain situations to transfer without a waiver, while also defeating a proposal that was aimed at curbing the flow of graduate transfers.

Athletes who have enrolled in summer school and receive athletics financial aid can transfer and play immediately without a waiver if their head coach departs before the first day of classes for the fall term. Additionally, walk-ons can transfer and play immediately without a waiver.

Those rules are effective for athletes who transfer this fall.

The graduate transfer proposal that was voted down would have counted such players against a school’s scholarship limit for two years if that athlete did not complete their graduate degree — whether or not they remained enrolled after exhausting their eligibility. The proposal would have applied only to football and basketball.

In other action:

» The council voted to prohibit athletes from competing for two different schools in the same academic year.

» The council defeated a proposal that would have added a third full-time assistant coach in baseball and softball. Currently, schools are allowed two full-time assistants and many rely on a “volunteer” coach to assist with coaching duties.
